NCCS:
Principal Investigator Responsibilities
The use of the high performance computers managed by the
National Center for Computational Sciences (NCCS) at Oak Ridge National Laboratory (ORNL)
is highly controlled and subject to export control restrictions.
As principal investigator (PI) of the project, you agree to the following
responsibilities relating to the control of these systems:
PI agrees to submit an online application at the NCCS web site providing a
complete description of the research to be conducted on NCCS systems covering
the entire project. The application will be reviewed by ORNL for export
control concerns and to insure a match with DOE's priorities.
The project description will be reviewed for the export control requirements
"Part 730-- General Information" and "Part 744 - Control Policy: End-User
and End-Use Based" which can be found at
http://w3.access.gpo.gov/bis/ear/ear_data.html.
If the project's research is deemed
export controlled, the PI agrees to work with ORNL's Export Control Officers
and the NCCS to insure compliance with all export control guidelines.
The specific actions required for compliance
will vary by project and will be provided to you if your project is deemed
export controlled.
The PI agrees to insure that all work performed on NCCS systems is within
the scope of the project as approved. The PI
further agrees to report any changes in scope to the NCCS.
A re-determination will be conducted by ORNL to insure that the new scope
is still a match with DOE's research priorities and reassess
any export control concerns.
The PI is responsible for insuring that all project members
who will be accessing NCCS systems complete an online account
application on the NCCS web site. The application will be forwarded
to the PI for authorization. Also, "restricted parties
screening," which represents multiple lists developed by the U.S. Government,
will be conducted for each applicant. Applicants who appear on a
restricted list or are from a "tier 4" country (Cuba, Iran, Libya,
North Korea, Sudan and Syria) will be denied.
The PI will be asked to verify the citizenship and contact information for all
applicants who apply for accounts under the PI's project.
The PI agrees to verify the requested
information and report any discrepancies.
The PI agrees to report project members who leave the project to the NCCS
to insure the timely disabling of their accounts.
The PI agrees to provide regular reports detailing the projects accomplishments.
These reports must be submitted to the NCCS at
least annually and may be requested more frequently.
The PI agrees to insure that all publication of research which involved
the use of
NCCS resources contains the following credit line: This research used
resources of the National Center for Computational Sciences at Oak
Ridge National Laboratory, which is supported
by the Office of Science of the
Department of Energy under Contract
DE-AC05-00OR22725.
The PI will inform all project participants of the requirements stated in this
agreement to assure compliance.
In the event of an audit by NCCS or other government agency having the
authority, the PI agrees to make available requested files relevant to
access and research being conducted on NCCS systems.
By executing this agreement the Principal Investigator certifies
that he/she has reviewed the export control requirements in
item 2, agrees to comply with all the requirements stated above,
and agrees to timely notification of any violations to the ORNL
Access Administrator.
